Freshman Limits:
New members usually rely on standard “blanket” allocations, which are often smaller than those secured by seasoned legislators who know how to navigate the lobbying phase of the budget cycle.

Parliamentary Experience:
A third-term member has mastered the Standing Rules. They know how to move motions, raise points of order, and delay or accelerate bills.

Recognition:

Speakers of the House tend to recognize ranking members more during debates because of their institutional knowledge. They often serve as mentors to the House leadership or are part of the “Inner Caucus,” where key decisions are made before sessions even begin.
